Following the release of your Arthur-Pieman Conservation Area Sustainable Recreational Vehicle Access Draft Report 2010 there was widespread public concern. This concern was expressed at a public meeting held at Smithton on 18 MAy 2010.
During the meeting the Save Our Heritage group was formed with the purpose of responding to your invitation to 'Have Your Say".
During the meeting a Leadership Group was formed with the intention of preparing a submission to meet your guidelines and further to open dialogue with Government and its agency.
I was appointed convener of the Leadership Group.
It is with pleasure that we present our submission and with optimism that we seek further discussion in the hope that Government, Parks Management and various user groups can build bridges to the future.
The submission attached is intended to reflect the will of the Circular Head Community and its preparation has been paid for by the Circular Head people.
I advise that a wide range of interested users from across the state have been consulted and have rallied behind the Save Our Heritage Group.
Included in this submission are letters of support from significant User Groups and a list of statements gathered at short notice from supportive people.
The list is not and is not meant to be exhaustive. It is however indicative of the wide range of user groups who claim cultural links to the land and places within the Arthur-Pieman Conservation Area.
We trust that we can work co-operatively towards a consensus outcome that will underpin the sustainable management of the conservation area.

Report recommends 4WD track closures in Arthur-Pieman
THE Circular Head Council will urge the public to have its say on a report that may lead to track closures in the Arthur-Pieman Conservation Area.
The draft Parks and Wildlife (PWS) report advocated closing many four- wheel drive tracks in the area, which would affect recreation, fishing, surfing and other activities, Cr Trevor Spinks told Thursday night's meeting.
Mayor Daryl Quilliam said he was taking steps to inform four-wheel drive clubs and the public.
"If they don't put in submissions, it will be very difficult for off-road vehicles to argue with Parks and Wildlife."
The report - which can be found on the PWS website at www.parks.tas.gov.au - has recommendations on the future use of more than 90 tracks in the conservation area.
The draft report says: "In recent years, the environmental impact of recreational vehicle driving has become more prevalent.
"The rising popularity and improved performance of off-road vehicles has increased off-road use of the area and there is now an extensive network of tracks in the conservation area.
"Recent surveys have identified at least 94 separate vehicle tracks.
" ... parts of the track network have been unofficially developed to make new routes to access more beaches, campsites and fishing spots."
PWS is concerned about issues including protecting Aboriginal heritage values, erosion, weed invasion and the effects on vegetation and animal habitat.
PWS is seeking public feedback on the proposals contained in the report by May 7.
